Fake Mark sheet and  education certificate racket busted

With the arrest of following 5 persons the AATS –East District has unearthed a racket indulging in selling fake degrees, certificates and diplomas for Rs 5,000/- to Rs 1, 20,000 per certificate:-

1. Mr. Ramdev s/o BajuYadavr/oVillage Janakpur, PO. Dudhari, PS    Bauka , Bihar
2. Atul s/o Surender r/o I-2/81, Keshavpuram, PS Kalyanpur, Distt. Kanpur (UP)
3. Sabia Khan d/o Abu Bakar Khan r/o Flat No 302, Oswal Orchid Appts, Meera Road Mumbai (Maharashtra)
4. Pawiter Singh s/o Mangal Singh VPO:- Mahal PS Goraya, Distt. Jalandhar, Punjab
5. Jitender s/o Ram Lal r/o VPO- Rurka Khurd PS Goraya, Distt. Jalandhar, Punjab.

 

Incident:-

                     One Akshay r/o Muzaffarnagr made a complaint that he wanted to pursue studies (XII class) and came in contact with one Mr. Ramdev. The complainant was assured by Ramdev that he could join the course and after completing the same a XIIth pass certificate would be given. He paid 30,000/- in two installments to Mr. Ramdev. The complainant was told that his mark sheet is ready and he has been declared pass but he need to pay an additional amount of Rs.12,000/-.

Mr. Ramdev gave him class XIIth mark sheet, allegedly issued  by Intermediate Schooling Council of Education (ICSE).  Later, the complainant found that the mark sheet given to him is fake. He approached the police and a case was registered at PS New Ashok Nagar.

  Investigation:-

 

During the course of investigation Mr. Ramdev s/o Baju Yadav r/o Village Janakpur, PO. Dudhari, PS Bauka , Bihar, was arrested by laying a trap at the instance of the complainant. He further led to the arrest of (1) Atul s/o Surender r/o I-2/81, Keshavpuram, PS Kalyanpur, Distt. Kanpur (UP) and (2) Sabia Khan d/o Abu Bakar Khan r/o Flat No 302, Oswal Orchid Appts, Meera Road Mumbai (Maharashtra). Accused Sabia was taken on police remand. She disclosed that the certificates were prepared by Pawiter Singh and Balvinder Singh Bajwa, both r/o Phillaur, Jalandhar Punjab. A raid was conducted at her instance in Jalandhar. Pawiter Singh and his manager Jitender Singh were arrested whereas the partner of Pawiter Singh namely Balvinder Singh Bajwa is absconding. Huge recoveries of fake certificates in the name of various candidates/students, blank certificates, degree register, documents, printers, computers and scanners were recovered.

 

Modus Operandi :-

 

The accused Pawiter Singh, Jitender Singh and Balvinder Singh opened an office in the name and style of ICS Education at Philloure, Distt. Jalandhar, Punjab. They employ contact persons/agents on commission basis to bring candidates/students who want educational qualification certificates or degrees for jobs, marriage and abroad visits. The cost of certificates/degrees was from Rs.5000/- to 1,20,000/-. Scanned copies of fake degrees and certificates of educational qualification were shown to the candidates, after receiving first installment.  The degree/certificate were sent to the candidates/contact agents through courier after making full payment. The contact agents were paid on commission basis whereas the whole show was run by Pawiter Singh, Jitneder Singh and Balvinder Singh Bajwa. Sabia Khan was a nodal person who was in contact with a number of agents. When a candidate used to approach an agent after reading advertisement in news paper, pamphlets or poster, “10^th fail 12^th करे , 1सालमें3 year degree courseकरे”,  he/she was told about the duration of the course admission, fees and recognition as per Govt. norms. The candidate was asked to pay in cash/cheque and bank draft so that the candidate believed about the genuineness of course and institution. The agents lured the candidates to save their labour and time  and arranged certificates in a short period after taking heavy amount. In most of the cases, the candidates agree to buy these certificates ranging from Rs.5000/- to 12,00,00/-. The accused persons were also issuing certificates related to paramedical courses which were used by the candidates to get employment in hospitals and for going abroad.

 

Recoveries :-  

 

Following fake certificates in the name of various candidates/students, of various institution/Universities, like Board of Secondary Education Madhya Bharat, Gwalior (M.P), Council of Paramedical and Technical Education, Delhi Board of Secondary Education, Intermediate Council of Schooling Education, The Council of Basic & Technical Education, Jodhpur National University, Manav Bharti University, and Shridhar University and equipments were recovered at the instance of accused persons:-

 

1. 256 blank certificates of Council of Paramedical and Technical Education.

2. 152 blank certificates of Delhi Board of Senior Secondary Education.

3. 108 blank certificates of Nava Nalanda Mahavihara.

4. 115 blank certificates of the Council of Basic & Technical Education.

5. 12x42 3D hologram stickers of Delhi Board of Senior Secondary Education.

6. 13x36 3D hologram stickers of Council of Basic & Technical Education.

7. 21 stamp of above mentioned Institutions.

8. One Laptop computer.

9. One Printer cum Scanner

10. One Printer

11. One Scanner.

 

Advice to Public and regulatory authorities:-

Do Not fall prey to the advertisement like “10^th fail 12^th करे ,1साल में3 year degree courseकरे”IThe regulatory authorities should check such advertisements in newspapers and complain to Police.
