Gurgaon police busts gang involved in forging degrees

The Gurgaon police claimed to have busted a gang of two who used to forge educational degrees of different universities. The police have also recovered 445 fake degrees from the duo's possession.

Acting on a tip-off given by a resident of Sukhrali village near Sector 17, the crime branch-3 of Palam Vihar arrested a 25-yearold man who used to sell fake degrees from a rented accommodation in Sukhrali.

The accused has been identified as Gautam Singh a resident of village Fathehpur, Sonipat while the mastermind was operating from Punjab.

On Sunday the police teams conducted raids in Punjab and arrested Gurvinder Singh a resident of Firozpur, and recovered 136 blank degrees of Karnataka open university, 23 blank degree of Shobhit University, 147 blank degree of the Delhi board marks sheet, 39 blank mark sheet of Manav Bharti University, 20 mark sheet of Sunrise University of Alwar, Shridhar university, Pilani, Rajasthan, 47 mark sheet of Sikkim university and 13 of Monad University.

ACP(Crime) Rajesh Kumar said, "We have recovered a laptop from their possession which has all records of degrees sold to people in the past. They used to demand a huge amount as per the requirement of the university and dupe people. The accused have admitted to forging degrees during preliminary investigation."

A case under Section 420 (fraud) of the IPC has been registered at Sector 18 police station on Wednesday.

A person by name ‘B Umar Bhasha’ successfully got a medical degree certificate in the year 2000, from JJM college Davangere (then affiliated to Kuvempu University, Shimoga), without attending the college regularly.

The authorities came to know of the incident a few days ago, almost 12 years after the certificate was issued. And it came to light only because the Medical Council of India(MCI) had sent his marks card (certificate) for verification to the university. The officials from the university revealed this to DNA on Thursday.

However, university has not yet got more details about the person, who got the fake certificate, and has decided to file an FIR on Friday. Reacting about the case Prof SA Bhari, vice-chancellor of the university said, “It is really a shocking case. What we are worried about is that the person must have misused the marks card and was practicing all these days. We will file an FIR by tomorrow.”

With this incident Kuvempu university has gained further notoriety of producing fake doctors and engineers. Few months ago a similar incident happened where a person by name Haleshappa got the fake engineering certificate. That case is still pending with the court.

Fifteen days ago Bhadravathi police had busted a fake marks card racket in the university and arrested 10 contract employees of the university, who have involved in tampering marks cards and making fake ones.

Following the case, the university has decided to constitute two committees to conduct inquiry. “We have taken this decision at the Syndicate meeting held on Thursday and constituted the committees. After the committee submits report, we will decide about the action that needs to be taken against those involved in the case,” Bhari said.

Till 2010, the colleges in Davangere, including medical and engineering colleges, were affiliated to Kuvempu university. After the formation of Davangere university, they came under its affiliation.

AGRA: An application for a visa to the Australian high commission has exposed what could be a fake marksheet racket being run in the name of Dr B R Ambedkar University here. 

According to sources, an applicant from Secunderabad in Andhra Pradesh presented a fake marksheet of a B.Tech course at Dr B R Ambedkar University at the Australian high commission to procure a visa. The high commission asked the university authorities to verify the documents as part of its routine check. It was then that university authorities found that the marksheet by the visa applicant was issued in 2013 bearing the signatures of a deputy registrar who died in 2004. 

Talking to TOI, Professor BK Saraswat, director, Institute of Engineering and Technology affiliated to Dr B R Ambedkar University, said he received an email from the Australian high commission last week requesting him to verify the marksheet issued by university.

In order to gain academic benefits and increments from the university, a principal of a Nashik-based college allegedly forged a certificate of his fellow colleague woman professor. The orientation programme in Teaching Learning Communication had taken place from February 1 to February 28 in 2008 at KRT Arts College in Nashik. In the orientation program, Professor Pagar had received ‘Grade B’ and as per university officials, such certificates must receive some academic benefits from the university’s various schemes. 

As per the information given by sources from the varsity, Dr Sanjeev Sonawane’s office, who is in-charge of the academic staff college, received an anonymous complaint along with photocopies of both the certificates. Dr Sonawane has confirmed receiving a complaint. The varsity will investigate and submit the report to the vice chancellor, Dr Wasudev Gade. 
As per the varsity officials, who have scrutinised the documents, it is a clear case of forgery as principal Deshmukh, who himself is the faculty in Social Work in the same college, had forged the certificate by placing his own photograph and name on Pagar’s name and photograph and got the colour certificate.
“While forging the certificate, he did not change the certificate number which is at the right side bottom of the certificate. This led to the expose of the alleged forgery,” said an official with University of Pune. In order to conduct an inquiry, the varsity officials sought the list of candidates who had participated in the orientation program which took place between February 1 and February 28, 2008 and realised that the certificate number 07-08TLC-2-9 was allocated to professor Pagar who had received B grade and her name was mentioned in the list at number 9 out of 21 candidates. 
When contacted, Professor Pagar refused to comment on the subject and said she does not know about the case and she did not make any complaint.

BELAGAVI: It is time for litigants to check authentication of lawyers before handling over a case to them blindly, just going through their black coat. Three fake lawyers have been identified at the Raibag Bar Council recently, following the enquiry conducted by the Karnataka State Bar Council (KSBC). 

A lawyer cum an RTI activist Surendra Ugare from Raibag had complained to the local Raibag Bar Association and KSBC last month about fake lawyers practicing in Raibag court. He had pointed out five names. Following the complaint, KSBC had issued notices to the concerned asking them to submit their original education qualification certificates on 5th December. 

On the issue of notices, three of them- Prabhakar Gaggari, Ashok Sankapal and Tukaram Madale, voluntarily surrendered their enrollment certificates (Sanad) to the KSBC, admitting their offense of obtaining the law degree certificates by fraudulent means. The inquiry of other two is under process

During the inquiry, it has been exposed that, all three lawyers presented the law degree certificates of Magadh University of Bihar and University of Allahabad in Uttar Pradesh before KSBC. "I wondered when some youths roaming in court premises in black coats and talking to the litigants, who were unemployed and searching for jobs just few months ago. Out of doubt, I had placed complaint to the local Bar Association. My doubt turned true", said an RTI activist speaking to the TOI. According to Ugare, there may be lot more such fake lawyers functioning across the state and required conducting CID inquiry into it. "I am also filing public interest litigation (PIL) in high court shortly", he said. 

According to an advocate Dilip Gasti of Belagavi, there may be more than 5,000 fake lawyers across the state and more than 2,000 in Bengaluru city alone. Issuing of enrollment certificate giving them license to practice in courts is not possible without involvement of the members in KSBC,which turned big racket in these days. Proper verification of the documents before issuing enrollment certificate is the responsibility of KSBC, he said. 

KSBC secretary R V Sreerama Reddy, an a letter to Raibag Bar Association mentioned that since several other persons are also involved in this criminal offense, KSBC is going to continue the inquiry to find out how these persons obtained the fake law degree certificates. Council will also file criminal cases against such people.
